FEDERAL PERSONNEL SECURITY ADJUDICATORS
|

ADJUDICATOR
Duties and Responsibilities:
The adjudicator shall make recommendations to assist client Federal agency in making suitability and/or trustworthiness determinations in security adjudication for clearance cases that have undergone a full SSBI, or cases that have undergone a LBI.
The adjudicator shall perform reviews of background investigations, personnel records and other records as necessary for the purpose of making a written record of the accuracy and completeness of the investigation and to enable the client Security Program Manager to create a security adjudication record regarding each matter. The adjudicator shall advise SPM and/or designated representative when additional investigation is required for the purpose of making such recommendation for adjudication.
The adjudicator may be called on to assist in the preparation of interviews and/or polygraph questions to address security concerns/issues and anomalies. Also, the adjudicator shall assist the Security Officer with pre- and post-polygraph interviews of client employees whose polygraph examinations reveal their results to be inconclusive or deceptive.
The adjudicator may also be called upon to assist in the review, development, or automation of such programs that will provide for a more effective and efficient system of conducting backgrounds, reporting results and documenting security adjudications. This may include but not be limited to the following:
1) Provide detailed analyses and investigative recommendations for the conduct of substantive Foreign Counterintelligence investigations to resolve conflicting and/or unresolved information;
2) Formulate and provide risk management assessments for unresolved security issues;
3) Provide specific guidance and recommendations to field and headquarters security personnel to resolve case specific situations;
4) Provide audits and reviews of the FBI's automated security system as required by the SPM and provide recommendations for the tracking of security related matters;
5) Research security related personnel issues and provide recommendations to enhance security policies and procedures.
Qualifications:
At least one (1) year of verifiable experience in the field of personnel background investigations and/or suitability assessments for personnel security matters.
1) Recent (within the last one (1) year) experience in one or more of the following areas: experience in security adjudications; disciplinary investigations and/or adjudications, or experience in comparable areas;
2) Minimum of one (1) year experience in the area of Top Secret employee background investigations for the Federal government;
3) Possession of, or eligibility to be granted, a Top Secret security clearance and access to sensitive information, as needed;
4) Knowledge of Government (DOJ/FBI) and public computerized database systems and various data entry software (including versions of WordPerfect).
5) Ability to compose written reports of adjudicative findings in a complete and concise manner without requiring rework.
Education: Must possess (minimum) of four-year bachelor's degree. Preference will be given to one or more of the following areas:
Criminal Justice; Legal Studies; Personnel Management and/or related subjects.
